Check that the phone number listed under Verification number is correct. Click iCloud, then click Account Details. Today I restarted for the first time (after the initial reboot) and up comes the question about a keychain password as it always does after a fresh start of the system.
Never store the details of a recovery key on the drive whose data it decrypts. Apple doesn’t keep a record of recovery keys.
